Which of the following most accurately describes the problem?

• Schemes to restrict traffic to buses, delivery vehicles and taxis in five major shopping streets in central London — similar to the experiment introduced at Oxford Street last December — are being considered by the Greater London Council.

The five are: the remainder of Oxford Street from Oxford Circus to Tottenham Court Road); part of King's Road, Chelsea; St John's Road, Clapham; Camden High Street; and Walworth Road, Elephant and Castle (north of Albany Road).

The GLC's environmental planning committee is also interested in similar schemes for Bromley, Croydon, Harrow and Kingston.

The committee, in another move aimed at helping London's bus services by cutting journey times and improving reliability, set a target of 120 bus lanes to be approved by the end of 1974. At the moment there art 18. London will have 70 by the end of the current year.

Restrictions to stop parking at 320 bus stops are to be brought in soon by the GLC. Waiting by all vehicles except buses will be banned by special "clearway" regulations. Some other stops will be protected by other forms of restrictions on waiting and loading.

A further review is now well under way to impose, during the next few months, similar clearway restrictions at about 2000 additional stops vvhere problems occur.
