Which of the following most accurately describes the problem?

• Although the FTA has accepted in principle the proposals of the GLC to ban vehicles exceeding 40ft in Central London, it has criticized the scheme this week, following an on-site inspection of the area. The Association says that because only £56,000 is to be spent on signing and publicity, traffic will re-route itself by experience rather than planning.

The FTA fears that the result will be that dispersion will be limited and further congestion created. The cost of this congestion for 5500 vehicles being delayed for five minutes each day would eventually cost the community £48,000 per annum. This figure it is claimed does not take account of the extra delay to thousands of other vehicles currently using the perimeter roads which they will need to share with the dispersed vehicles when the plan becomes operative.
