Which of the following most accurately describes the problem?

• An immediate survey of the transport requirements of the City of Sheffield is being called for by Mr John Osborn, Tory MP for Hallam.

He has tabled Commons questions and written to Environment Secretary Mr Geoffrey Rippon about concern over Sheffield City Council's proposals to bar all but public transport from the City's two main high streets. Mr Osborn said the city's Chamber of Trade was worried about access for delivery vehicles and customers to shop and department stores in the area.

"If lorries are barred from going into certain roads I do not know how goods are going to be delivered to the shops", he said.

"The purpose of my question is to ask the Government to intervene and conduct an experiment in Sheffield".
