Which of the following most accurately describes the problem?

BECAUSE the North-Western Traffic Commissioners disagreed on a decision, the application for the renewal with modification of the excursions and tours licences of Wallace Arnold Tours Ltd.—with originating points at Rochdale, Manchester, Preston and Bolton—will be completely reheard.

Previous hearings occupied several full days spread over two months. Finally, on October 17, the Commis sioners, Chairman Mr. C. R. Hodgson, and councilor A. Allen—reserved their decision. There were 18 objectors to the application.

It is now learned that after carefully considering all the evidence the Commissioners have been unable to reach agreement.

Therefore, action will be taken in accordance with Section 153 (3) of the Road Traffic Act 1960 which states, among other things: "If where an application is heard by two Commissioners only, there is a difference of opinion between them, the matter shall be reheard and determined by all the Commissioners".

The parties concerned have been notified that it is proposed to relist the application on a date suitable to all. Then the Chairman will sit with two other Commissioners.
