Which of the following most accurately describes the problem?

p ROPOSALS for the route of the 26-mile M23 (London—Crawley) motorway have been published today by the Minister of Transport. It will provide an uninterrupted through route for traffic between London and the expanding industrial centre of Crawley, in Sussex, and relieve the heavily overloaded A23 trunk road. To the south of Crawley, the existing A23 is mainly dual carriageway, and with planned improvements should be able to handle future traffic. The proposed route starts at Streatham Vale, crosses Mitcham Common and passes to the west of the old Croydon Airport site. The motorway would then cross the Chipstead Valley on a high viaduct and use the gap to the south of Hooley to cross the ridge of the North Downs.

The route then continues in a generally southerly direction to the east of Redhill, Horley and Crawley, eventually sweeping to the southwest through Worth and Tilgate Forests, to join the A23 at Pease Pottage, south of Crawley.
