Which of the following most accurately describes the problem?

WHEN Mr. J. R. Henderson, a West VI' Hartlepool haulier, had his application to run a new vehicle heard by the Northern Licenshtg Authority in Middlesbrough. a representative of Road Haulage Executive objected that the • R.H.F. always had a vehicle available in the area.

Mr. T. Campbell Wardlaw, for 1112 applicant, alleged that the Executive was trying to abstract work from a contractor who had been in business for 50 years. He added that the vehicle which the R.H.E. had available was unsuitable for Mr. Henderson's customers.

Granting the application, the Licensing Authority, Mr. S. W. Nelson. stated that if the local unit of the R.H.E. had no Vehicle available when one was wanted, it could "go out and buy one." In former days it would not have been able to obtain an additional vehicle without the permission of the Licensing Authority. "If that is not abstracting traffic. .1 do not know what is," he commented.
