Which of the following most accurately describes the problem?

AN agreement has been made between the British Transport Commission and the Tyre Traders' Joint Committee to the effect that the Commission will neither extend retreading plants that it acquires nor set up additional facilities. Tyre traders whose companies have been nationalized have been deleted from the tyre traders' register.

Rebates on tyres purchased by the B.T.C. will in future be deducted from invoices to reduce clerical work. Previously the rebate was accounted and paid annually in accordance with the users' rebate scheme.
