Which of the following most accurately describes the problem?

• In order for the free transport market — projected to start by 1992 — in the EEC to work smoothly, says the Union Internationale des Chauffeurs Routiers, road taxes or duties and fuel levies should be harmonised, tolls and tax duties reduced or abolished, and working conditions strictly controlled. Dr Gunter Rossow, UICR president, has had top-level talks on this subject with Mr Anastassopoulos, president of the EEC Transport Division. Technical matters were also discussed. The UICR is pushing for the ABS braking system, independent cab heaters and standard dashboard symbols to be introduced.

The Routiers Drivers Club, UK representative of the UICR, wants a unified driver training and instruction scheme set up, and is joined in this request by Belgium, Holland and Switzerland — so raising both driving standards and the image of transport drivers, Routiers Driver, No. 20.
