Which of the following most accurately describes the problem?

THE TWIN-STOP, a new brake designed by Girling Ltd, for commercial vehicles with axle loads of between 6 and 13 tons, makes its debut at the Earls Court Show. The main feature of the design is two fully independent expander adjuster mechanisms mounted on a pressed steel torque plate which, it is claimed, provides a much higher efficiency factor than more conventional plates.

Girling claims that the other main advantages of the new design are higher torque rating, automatic adjustment totally sealed within the expander and a 19mm brake lining. The company says that expander maintenance is necessary only after 150,000 miles and that the brakes offer faster response with low air consumption.
