A BODY of referees to hear cases for exemption from industrial training board levy is to be set up by the Secretary of State for Employment under new Regulations entitled the Industrial Training (Levy Exemption References) Regulations 1974 S I 1335.

Amending the 1964 Industrial Training Act, the Employment and Training Act 1973 introduced exemption from levy for employers who carry out adequate training. The training board's decision to issue certificates of exemption is based on criteria published after approval by the Manpower Services Commission and the Secretary of State.

An employer who is dissatisfied with the board's refusal to issue a certificate may apply to the board to reconsider its decision. If he remains unsatisfied after this has been done, then he can refer the matter to the new board of referees. Hearings will be informal.
