EVEN a small modification needed .1—+ adequate evidence, said the North Western deputy Licensing Authority, Mr. A. H. Jolliffe, when he refused an application by Mr. J. Pierce, Salford, at Manchester on Monday. Mr. J. Backhouse, for the applicant, said that he wanted to add a condition to his B licence to enable him to carry new furniture for David Baker Ltd. within 30 miles of base. At present Mr. Pierce was carrying the Baker traffic on his A-licensed vehicle and, resulting from this, it was doing shortdistance delivery work, There was spare capacity on the B vehicle, and if the application were granted the A unit would be relieved for other work.

The application was opposed by Frank Hill (Removals and Storage) Ltd., and Mr. F. Hill, director, said in evidence that until recently his company had done work for David Baker Ltd., but the latter company had then taken its business elsewhere. No direct reason had been given. Mr. Jolliffe observed that it was odd nobody from David Baker Ltd. was present to give evidence. Mr. S. Moss, for Frank Hill, submitted that in order to test the value of testimony it should be given orally. There had been no evidence that the fleet was fully occupied, concluded Mr. Jolliffe, so he had to refuse the application, although he said he was reluctant to do so.
