Which of the following most accurately describes the problem?

Considerable controversy has been aroused at Penzance by the proposal of the corporation to purchase a site for the laying out of a motor park. The supporters of the project urge that additional parking space is clearly needed, but those who oppose it point to the numerous spacious garages already existing in the town, all of which are capable of doing more business. It is also contended that an expenditure of £4,000, which it is alleged the scheme will involve, is extravagant and unnecessary and that the receipts from the proposed park would be insufficient to meet expenses. The present position is that the opponents of the scheme have won the first round of the fight, getting the scheme held up until the precise terms of the contract with the owner of the site are disclosed to the council.

The Problem of Road Maintenance.

The increasing costs of main-road maintenance brought about by the development of mechanical traction were referred to at the August meeting of the Cheshire County Council, when the chairman of the main roads committee, Mr. John 13.ateman, said the complaint of the committee centred around the amount of contribution it should receive from the Ministry of Transport. At present the Ministry's contribution amounted to 50 per cent. of the cost, but the committee thought that it should get considerably more because it had to repair the roads to carry national traffic.'

Coaching to Clovelly.

Clovelly is 12 miles from Bideford and its only parking place for motor vehicles is a large garage erected by E. Humphreys, Ltd., for the Clovelly Estates in 1924 at a cost of a few thousand pounds. On several days this season over 100 motor coaches have been parked there as well as a large number of cars. The fee for motor coaches is 2s, per day. A daily service by Daimler saloon bus is organized be tween Clovelly and Bideford by Messrs. E. Braund and Co., the headquarters of which are in the famous cobbled street. The National Omnibus and Transpert Co., Ltd., has instituted a frequent service by Leyland Lioness and Guy buses.
