and Wales reached their highest ever level in 1996 at 9.5 million, or 401 per thousand vehicles licensed. According to the Home Office, speeding offences were up 10% and drink/drug driving rose by 3% over 1995. But dangerous driving was down 7% with licence, insurance and record-keeping offences down 5%. There were 156,000 disqualifications for specific offences and 33,000 under the "totting UP" system. ,
