Which of the following most accurately describes the problem?

• Hauliers will face heavy charges to drive on congested roads if a report by right-wing think tank the Adam Smith Institute is accepted by the Government.

In Tomorrow's Way, a report published this week, the Institute calls for the introduction of electronic road pricing with hauliers paying "much higher charges" than motorists who would

face charges of up to £5 a day on city roads. However, this would coincide with the scrapping of VED, apart from a small charge for the tax disc.

The Institute says the money raised would go into independent road funds, which could be privatised and take over responsibility for road building from the Department of Transport.
