Which of the following most accurately describes the problem?

TRADE unions have been asked to give their views on having worker representation at board level in the nationalised transport industries.

Mr Ken Marks, UnderSecretary of State, Department of the Environment, has sent a questionnaire to the unions which asks for comments on the structure, composition and operation of the board and the role which worker members could play.

It also asks for comments and suggests on the present consultative and negotiating procedures and asks if the unions have any other proposals.
