Which of the following most accurately describes the problem?

THE Freight Transport Association is to expand its vehicle inspection service in the North of Scotland and is basing an inspector permanently at Inverness. He is Mr Donald MacDonald who will take up his new appointment in June.

Mr Jack Welsh, Scottish regional controller of the FTA, said : "During the last year there has been a great increase in demand for our inspection services in the North and North East. We have been covering these areas with inspectors from Peterhead, Perth and Fife, but because of pressure of work have decided to base another man in the North and the best place is Inverness."

The FTA's vehicle inspection services Includes contract inspection at regular Intervals, inspection of second-hand vehicles for intending buyers and also inspection of new vehicles. To introduce the service in the North, the FTA is organising two demonstrations, at Elgin on May 12 and Inverness on May 26. Both will take place at the depots of Scottish Road Services.
