Which of the following most accurately describes the problem?

WE are in some doubt as to the use of articulated " vehicles built to carry abnormal loads and which exceed the length laid down in the Construction and Use Regulations. The Authorization of Special Types Regulations imply that such vehicles may be used only for the carriage of abnormal loads or run empty in connection with these. Must we, therefore, assume that this prohibits the carriage of a normal load while a special vehicle is proceeding to or from -a terminal point of a journey involving an abnormal toad?

Further, what speed limit applies to such vehicles when they are fitted with pneumatic tyres and do not exceed the gross weight laid down in the Regulations for Abnormal Vehicles. W.H.R. Glasgow.

[The Regulations quite clearly state that vehicles especially built for abnormal loads are exempt from the provisions of the Construction and Use Regulations only when they be used for carrying abnormal indivisible loads or while running empty. It seems, therefore, that it would be a breach of the Regulations to carry an ordinary load on such a vehicle in the manner you suggest, despite the fact that this may involve a waste of transport. The speed limit of such a Vehicle is 5 m.p.h.. The question of weight does not enter the matter, as the abnormal nature of the vehicle in this instance is "purely a matter of the ,iength.—ED.]
