But he believes It will be impossible to legislate for every possible danger and accepts that bosses cannot be expected to share responsibility for every risk workers take. "I don't think this is the way forward," he says. 'For example, most companies insist drivers wear seat-belts, but many don't. Some people will always take risks.

The panel serves to scrutinise new and existing legislation from the user's point of view. Members are asked to serve two years and agree to offer their views to CM on a regular basis, although it is not an onerous task. At present the panel is contacted monthly to discuss particular aspects of legislation.
