A DUMFRIES OWNER-DRIVER has been warned that he could lose his 0-licence if he continues to park his tractor unit close to his home rather than at its designated operating centre.

George Stewart, of Kellwood Avenue, Dumfries, had been called before Scottish Traffic Commissioner Joan Aitken . He holds an international licence for one vehicle and one trailer based at the Heathhall Industrial Estate, Dumfries.

Traffic examiner Adrienne Nelson said a complaint had been received that Stewart's tractor unit was being parked in Kellwood Road, close to his house. She visited the complainant and spoke to the manager of the business premises concerned. The manager of adjacent business premises was also present.

They stated that Stewart's vehicle was causing problems for customers. Vehicles could not pass one another and the many large vehicles leaving their premises had to drive on the wrong side of the road.

Parking problem Stewart said he occasionally used the designated operating centre to park a trailer. The unit was also parked there sometimes. He agreed it was not normally being parked at Heathhall and that it was parked in Kellwood Road on the day of Nelson's visit. He had parked in Kellwood Road for convenience and to prevent others from parking there.

The TC pointed out that Stewart had been alerted to the problem by the Traffic Area Office in October 2004. It had subsequently written to him, yet he had done nothing. He had clearly chosen to flout the 0licensing provisions.

Stewart assured the TC that in future he would park the vehicle at Heathhall when he was at home.

Warning Stewart, the TC said the consequences of reverting to parking where he was parking now or nearby were that she would have to consider his repute and whether he was incapable of adhering to the conditions of his 0-licence.
