Which of the following most accurately describes the problem?

• The British Standards Institution has refused to change its minimum dery standard BS2869, despite last-minute pleas from Britain's bus and truck trade associations.

The Freight Transport Association, the Road Haulage Association and the Bus and Coach Council have all claimed that the BSI standard, will cause environmental problems, create engine wear and longer engine cranking times.

The trade associations and the BSI met last Friday to discuss the standard but no agreement was reached. Now the standard will be put forward as the recommended minimum diesel quality.

The FTA says it is "dismayed" that no decision could be reached, and says that it will be urging operators to insist on the trade associations' minimum diesel-fuel standard when buying dery in bulk.
