Which of the following most accurately describes the problem?

THE DEPARTMENT of Transport, which is responsible for the provision of emergency phones and roadside signals on motorways in England, has awarded Ferranti a contract for a microprocessor traffic control and communication system on the M4.

This contract, based on a control centre at Heston, West of London, will provide a phone and signalling system on the M4 to the east of Langley, Slough. It will replace existing facilities which were installed in 1969 and bring them up to a standard to cope with modern traffic-flow levels.

The Heston control centre is one of four which will manage the whole of the M25 London ringway. Heston controls the elevated section of the M4 and M25 in the vicinity of Heathrow Airport.
