Which of the following most accurately describes the problem?

THE METROPOLITAN Traffic Area is pressing for the prosecution of two companies which it alleges worked together on an illegal scheme in international haulage.

Ronald G. Harding (trading as Rondi Transport, Talmage Close, Forest Hill, London) is accused of working without an operator's licence on the lorries he sent to the Continent. This happened on 14 occasions between November and December 1983.

The Metropolitan Traffic Area further alleges that GCS Freight, of Rockware Avenue, Greenford, Middlesex, allowed Harding to use its international licence on 14 occasions, aiding and abetting, causing and committing Harding to use its international licence with intent to deceive.

GCS Freight is also accused of giving false declarations to obtain an 0-licence. It allegedly said that lorries which were owned by Harding, to work abroad, were part of its own fleet.

Harding is on unconditional bail until the case is heard again at Greenwich magistrates' court early next year. It will be decided then if the case is serious enough to go to trial at Crown Court.
