Which of the following most accurately describes the problem?

REGULAR RADIO reports of peak-hour traffic chaos caused by broken-down lorries becomes slightly less demoralising when one remembers how much more culpable private motorists are. In the first six months of this year, the RAC handled 54,000 more breakdowns than during the comparable period of 1983. This was a 13 per cent increase on last year's record figure, which topped a million for the first time.

Lorries make headlines because of their size, but if cars were equally well maintained, RAC patrols might be wondering how to pass their time.
