Which of the following most accurately describes the problem?

THE NORTH Lincolnshire Health Authority has received a report advising it on how to control and reduce its current Elm annual transport expenditure.

The move is in response to the request last March from Secretary of State for Social Services Norman Fowler. He believes that there is room for economy in local health transport expenditure of up to £100,000 per authority. As a result he has asked them to identify potential savings.

The report, written by Mark Beswick, ex-general manager of Lincoln City Council, covers all aspects of North Lincolnshire Health Authority's transport and related expenditure, excluding ambulances.

Mr Beswick, now an independent transport consultant, claims that the study, completed in only two months, is a very detailed examination of current practices and the transport fleet of the Health Authority. There was also extensive analysis of data from the authority.

The contents and recommendations of the report, confidential to the North Lincoln Health Authority, are being considered by its Value for Money Team.
