Which of the following most accurately describes the problem?

EARLIER this week operators faced another increase in the price of diesel. Commercial dery has risen by 1.2p a litre (5.5p a gallon) at all the major oil companies and retail dery prices are expected to rise very shortly. Mobil and Texaco already say that their retail dery will not be sold for any less than 173.2p and 172.3p, respectively, anywhere in the country.

This is the fifth increase in commercial dery this year and very likely shortly to be followed by the fifth in retail derv. Unlike the other four increases, this one is expected to stick and not be reduced by competition.

With the average price of commercial dery already being about 168p a gallon (with variations due to the operator's location, and size of order, for example) the increase was met with opposition from the Road Haulage Association.
