Which of the following most accurately describes the problem?

MEMBERS of the Transport and General Workers Union have pleaded for extra running time on a bus route operated by the Al Service in Ayrshire. Drivers claim that they cannot complete the run through an Ayrshire housing estate on the Irvine-Kilmarnock route in the time given unless they break the law.

Drivers claim that peak-hour traffic on parts of the route can cause delays. And they point out that on one stretch, from Kilmarnock to Crosshouse, there are six sets of traffic lights with seven minutes laid down as the time it should take to cover the route.

The drivers have met the management for talks on the matter, but so far the timetables have remained unaltered. But Al's general manager, Douglas Blades, said: "The times allowed are perfectly legal. If they were not, our licence would be revoked by the Traffic Commissioners."
