TRADE plate regulations have been amended to make it easier for operators recovering scrap vehicles.

Vehicles with trade plates may be used to recover any disabled vehicle, including an abandoned vehicle which is to be scrapped and take it to a place for repair, storage or breaking up.

They may also carry one vehicle on the back, while towing another, although operators are told to have the towed vehicle partly raised from the ground.

These changes follow court cases which implied that a recovery operator needed an excise licence to recover a vehicle which was to be scrapped, but it still means that an excise licence is needed for operators removing scrapped vehicles as a hire or reward load.
