Which of the following most accurately describes the problem?

DR RICHARD HINSLEY is now the new assistant director of the Transport and Road Research Laboratory at Crowthorne, Berkshire.

He takes the place of David Cornelius, who was promoted to deputy director of the TRRL earlier this year.

Dr Hinsley comes from elsewhere within the Civil Service. Last year he became head of the fire protection division at the Fire Research Station in Boreham Wood, Hertfordshire, and in 1973 he joined the building research establishment as head of research services. JACK PILBEAM retires in November after 51 years with British Road Services Southern in Canterbury. Last year he became branch manager for BRS Canterbury and before he held this position he was engineering services manager. Mr Pilbeam first entered the commercial vehicle trade in 1934 as an apprentice engineer. His first employer was C and G Yeoman a company which was nationalised in the Forties and became part of the original BRS network.
