Which of the following most accurately describes the problem?

• Local authorities in the Borders are considering proposals from Scottish Omnibuses Ltd which will change the timing and frequency of many bus services. The exercise is aimed at removing "deadwood" and working out subsidies for certain routes. A new timetable is expected soon.

The latest discussions between bus representatives and officials of Roxburgh, Berwick and Northumberland County councils were mainly concerned with calculating the subsidy for rural bus services. The object is to reduce last year's six-figure financial loss in the Borders.

A total of 26 bus services were due to stop from July 1 but received a short reprieve when the subsidy discussions started. Around 50 per cent of the threatened routes are now likely to be retained.

A spokesman for Scottish Omnibuses said that there had already been two voluntary redundancies and there would be another five or six which would normally be accounted for by natural wastage.
