Which of the following most accurately describes the problem?

• Lane segregation between heavy vehicles and cars during fog on motorways has been urged by the Minister for Transport Industries as an attempt to avoid the multi-vehicle crashes of last year. The Minister, Mr John Peyton, has advised drivers of heavy lorries to keep to the left-hand lane during fog but they should be ready to let other vehicles into the lane at entry points and well before exit points. For the drivers of cars, light goods vehicles and coaches the advice is that they should move out of the left lane during fog — but not if they are soon to turn off the motorway. When a driver wishes to leave the motorway he should move to the left well before the exit. A driver should be prepared to miss the exit if he cannot reach it safely.
