Which of the following most accurately describes the problem?

• London Transport's new minibus route, serving the Eltham, Elmstead Woods, Bromley and Bicktey areas, will start on Saturday, October 7. The 16-seater buses will provide a peak-hour service for commuters who use New Eltham, Elmstead Woods or Bickley stations but who have no convenient bus service to get them to and from the trains. Between the peak periods and on Saturdays, the new route will operate into Eltham and Bromley town centres giving new links for shopping and local entertainment.

The new service, to be known as B I, is one of four routes intended to test the demand for minibus travel, mainly using roads not already served by buses. The others are a cross-Camden link and services in the Enfield and Dulwich areas. The minibus experiment is being undertaken by London Transport at the request of the GLC, which is financing it.
