Which of the following most accurately describes the problem?

TT would cost Oxford City Council between i15m and I16m to buy out the City of Oxford Motor Services Ltd., said a member of the Watch Committee last week.

Councillor Henry Nimmo, the Sheriff, gave this information during a discussion on the bus service at the meeting of the Oxford and District Trades Council And he added: "If I tell you that the product of a penny rate is £29,000 you can easily work out what it would cost. I don't think the ratepayers would stand for that."

There was, he said, nothing the City Council could do to municipalize the bus company—"even if it wanted to".

Councillor Nimmo said that the only real answer to the problem was nationalization.

The Trades Council carried by an overwhelming majority—only three members voting against—a motion moved by Mr. Donald Arthur (AEU) urging the bus company to introduce reduced fares for old age pensioners.

The motion also regretted the company's failure to maintain a timetable of its town and country services.
