Which of the following most accurately describes the problem?

AN EXPERIMENTAL vehicle pre-hooking scheme is to be introduced by the Port of London Authority in conjunction with the UK/New Zealand Conference Lines. Shippers or haulage contractors wishing to deliver loads in excess of lOcwt to No. 25/27 Shed, Royal Albert Dock, should telephone the information officer at the berth for a booking for their vehicle: The telephone and telex numbers are:—

Albert Dock 4595 01-4812000, extension 95/489 and 95/490 Telex 896816 The PLA will allocate a reference number which should be quoted on the relevant shipping notes to facilitate identification of the reporting vehicle. Vehicles will be booked to arrive within specified four hour periods and every effort will be made to meet transport operators' requirements. If any period is fully booked alternative appointments will be made by mutual consent.

It is stressed that pre-booking will not guarantee off-loading immediately on arrival but booked vehicles will be given priority. If pre-booked vehicles fail to arrive within the arranged period their booking priority will be automatically cancelled.

The PLA is to review the working of the scheme at the end of three months. If it proves successful a permanent scheme is likely to be introduced and extended to other export berths.
