Which of the following most accurately describes the problem?

• HM Customs & Excise is preparing a freight charter for hauliers which will provide them with a written undertaking that they will be compensated for any unnecessary delays at a customs check.

The charter, to be introduced next summer, will give hauliers "service indicators," such as how long customs clearance should take, says C&E senior executive officer John Badley. And he says it will represent a firmer commitment from Customs that it will pay for any delays caused by its own mistakes. Such mis takes could include Customs losing documents for the clearance of consignments he says.

"If we damage the goods or goods are delayed by a customs inspection unnecessarily, we will pay up reasonable compensation," says Baclley.

OHM Customs wants access to international hauliers' computer systems to help it stamp out smuggling. Dave Baxter, senior executive officer, in the anti drugs group, told delegates at the RHA's International Group conference last week "if you help us we will help you."
