Which of the following most accurately describes the problem?

• Transport Development Group member Harris Distribution has won the contract to deliver goods for Comet, the electrical appliance retailer, throughout Scotland and parts of Northern England.

The contract, worth "an annual six figure sum" covers some 32 stores with up to four deliveries to outlets each week. To service the new distribution business, Harris has invested around 2300,000 on new vehicles, including six Volvo FL7 tractive units and trailers and two Volvo FL6 rigids. All the new trucks have tail-lifts and highsecurity seals.

Harris claims the contract is the first of its kind to be awarded by Comet anywhere in the UK involving whollydedicated distribution by a third-party operator.

In addition to its new vehicle purchases for the Comet contract, Harris Distribution has also carried out extensive changes to its Carfin depot.
