Which of the following most accurately describes the problem?

• The Transport & General Workers Union is teaming up with one of the largest road transport unions on the Continent in its battle against cabotage, which would allow foreign operators to carry out domestic haulage in the UK.

Last week the TGWU national road transport (commercial) group met its counterparts from the German union OTV, which represents over 60,000 German drivers in the hire and reward sector, as well as many PSV drivers.

TGWU national road transport secretary Jack Ashwell says that the two unions are to mount a joint campaign against cabotage. "We're going to come together to formulate a common strategy. We will exchange papers on the main arguments against it, to draft a policy doouthent which we will be pushing through the TUC as well as the European Commission."

As part of their collaboration, the TGWU and OTV will produce literature and stickers with a common theme against cabotage, says Ashwell, who describes proposals for the implementation of cabotage (CM 3-9 September) as "worrying, to say the least."

He claims that the suggestion of initially allowing two cabotage journeys is likely to prove difficult to monitor, while a blanket cabotage arrangement would be "too lax".

The TGWU and OTV are mounting the biggest trade union campaign against cabotage to date. According to Ashwell a joint campaign could be up and running by the start of next year, when the TGWU will start "doing something instead of talking".
