Which of the following most accurately describes the problem?

• The contract to operate a bus service for disabled passengers — including people in wheelchairs — linking central London mainline rail terminals has been put out to tender by London Regional Transport. The operation is expected to start early next year.

The hourly service, to be called "Carelink", will replace present interim arrangements, set up at short notice last February, following Alder Valley North's decision to drop its "Careline" service for disabled passengers (CM 14 February). The service will continue to link Paddington, Euston, King's Cross, Waterloo and Victoria stations, and possibly also Liverpool Street.

Specially converted small buses, each with room for about 12 passengers seated, plus two or three in wheelchairs, will be leased by LRT to the successful tenderer.
