Which of the following most accurately describes the problem?

• Atlas Express's western traffic area licence has been renewed, but with a condition which bans vehicles from reversing out of the operating centre at Tetbury in Gloucestershire, following a public inquiry before Western Deputy Licensing Authority John Robins.

The company had applied for renewal in respect of 29 vehicles and 37 trailers in possession with 21 vehicles and 13 trailers to be acquired.

It then amended the application to 40 vehicles and 50 trailers during the public inquiry. Two local residents, including the landlord of an adjacent pulYlic house, complained about noise, dust and potential danger caused by Atlas vehicles reversing into and out of the operating centre.

Atlas undertook to keep noise to a minimum, to keep space clear to enable vehicles to turn round in the operating centre and to look at what could be done to reduce dust.
