Which of the following most accurately describes the problem?

Unless the metropolitan counties toe the Government line on transport spending, they face the threat of a complete withdrawal of their transport support grants. And district councils are confronted by the danger of a loss of finance — in this case a smaller sum — as they fight to obtain the grant on new buses which they maintain they are entitled to.

It seems to us that the dispute involving district councils could have been prevented if there had been a clearly worded agreement in the first place. Now confusion spreads as differing legal opinions are taken.
