Which of the following most accurately describes the problem?

• School bus drivers throughout Cumberland have been given a special , safety code after a five-year-old boy was knocked down and killed while changing buses.

Cumberland county council said the code had been sent to 40 bus contractors who carry more than 4500 pupils to school each day, and spot checks are to be made to ensure the code is being put into force.

The three-point code rules: 1, No child should have to cross a road to change buses; 2, where it 'is impossible for two buses to park on the same side, the driver should see the children safely across the road; 3, all drivers must be properly briefed about the procedures laid down for carrying children.

The council's assistant clerk, Mr Tony Nobbs, said the code was drawn up after the inquest jury on the child asked for more supervision to be given to children changing buses. "While the safety of children is the responsibility of the contractors carrying them, we felt that we should be concerned with their safety. This is why we have sent out this code to all drivers", he said.
