Which of the following most accurately describes the problem?

Seat reservations for the CM/PVOA conference in London on November 4 are now building up quickly and intending delegates should write without delay to the conference administrator, Passenger Vehicle Operators Association, 12 EmMr Anthony Royle MP erald Street, London, WCIN 3QE. The conference fee is 172 per delegate and the event has been approved for grant purposes. It is open only to PVOA members and associate members.

David Burr from the DoE and Denis Quin of the PVOA will be talking on EEC and UK legislation and its effects on the operator: John McHugh of Duple will be talking on coach design and safety — and showing a film on the subject; insurance will be the topic covered by Alan Donald of Ernest Notcutt; and John Wilson of GreyGreen will be studying the Market potential for coach operators.

The title of the conference is "Europe Enters Britain!" and it will be opened by Mr Anthony Royle MP, Parliamentary Under-Secretary of State, Foreign and Commonwealth Office. Britain's chief Common Market negotiator, Mr Geoffrey Rippon, was to have opened the conference but has unfortunately had to withdraw in order to represent HM Government at an important EFTA meeting on November 4. Mr Royle has been Mr Rippon's deputy throughout the Common Market negotiations.
