Which of the following most accurately describes the problem?

AN exhibition showing the first comprehensive signposting system to be employed in London was opened on Monday by the Minister of Transport, Mr. Boyd-Carpenter, M.P. The exhibition is open to the public at Berkeley Square House, Berkeley Square, Lohdon, W.1, until tomorrow.

Coinciding with the opening of this exhibition, the first signposts erected under the new system were uncovered in Hammersmith and in Finchley Road.

The new system comprises two types of signpost, one for through routes and one for local routes. The through routes are based on inner and outer ring roads. The outer follows approximately the North and South Circular Roads, and the inner Marylebone Road, Euston Road, City Road, Tower Bridge, New Kent Road, Kennington Lane, Vauxhall Bridge, Belgrave Road, Grosvenor Place and Park Lane.

These roads will be clearly marked• "Ring Road," " North Circular Road," or "South Circular Road," as the case may be, on standard signposts with yellow backgrounds. Between the inner and outer ring roads, yellow signposts will also indicate main radial routes. For outward-bound traffic, key towns will be named, road numbers will be given and, where possible, the general direction will be indicated.

For inward-bound traffic, the terms "Central London," "City," "Westminster " and "West End" will be used. The through-routeing scheme will be supplemented by a full system of local signposts having blue backgrounds surmounted by the name cal the particular locality.

At the opening of the exhibition the Minister stated that the 1,800 throughroad signs would be installed in about six months, and the 2,000 local signposts in slightly less than two years. The cost of the through-route signposts is to be borne entirely Sy the Ministry, which will pay three-quarters of the cost of the local signs.
