Which of the following most accurately describes the problem?

PLANS FOR a ‘super cycle corridor’, linking east and west London, could spell trouble for hauliers making kerbside deliveries in the capital.

Transport for London (TfL) said the mayor’s proposal to create the link in central London within four years is at the early stages . However, a TfL spokeswoman confirmed the mayor would look to make stretches of the cycle route mandatory if it made cyclists’ lives easier. Operators have expressed concern about what ‘mandatory’ would mean in practice, and the effect this would have on those making deliveries.

Brewery Logistics Group chairman Mike Bracey said: “Does it mean cars aren’t allowed on them? Or does it mean no stopping and you can’t make deliveries?” Natalie Chapman, Freight Transport Association head of policy for London, said: “We have some concerns. It may prevent certain deliveries, or it forces companies to break the law.” Most cycle routes in London are advisory rather than mandatory.
