THE LONDON operation of ISS Facility Services has been given a formal warning and told it has six months to appoint an extra transport manager following an unsatisfactory Vosa maintenance assessment.

At an October public inquiry in Eastbourne, the deputy traffic commissioner (TC) for the south east and London areas, John Baker, heard that the Putney operating centre of the facility service provider – authorised for four vehicles – had been closed at short notice.

The firm had moved to another facility in nearby Roehampton, where a vehicle examiner from Vosa carried out an investigation in July.

During his inspection of the ISS maintenance facilities and vehicles, the examiner noted that brake data was not being recorded on routine safety inspection paperwork.

He also discovered that the prohibition rate and annual test history failure rate over the last five years was 33.33% and 50% respectively.

The transport manager at ISS, Nigel Rowden, confirmed to the examiner that the business had not told the deputy TC about the change of depot because it was also waiting for permission from the local authority for the move.

The business had also made alterations to its list of directors, but failed to provide details to the TC’s office.

However, deputy TC Baker told Rowden his repute to act as CPC holder had not been lost.

The other ISS operations in the UK, in the West and North East of England – were not called to inquiry for action against their respective O-licences.

Already in the process

ISS told the TC it was in the process of terminating a contract with its vehicle maintenance provider due to the shortcomings highlighted in the investigation.
