TRANSPORT FOR LONDON (TfL) believes operators will comply with the London lowemission zone (LEZ) which comes into force in February, despite a recent survey that found 80,000 vehicles are still non-compliant.

Manufacturers have raised concerns that builders' merchants and glaziers which are not hauliers but still run CVs will slip through the net, but TfL says it is "very pleased" with the level of awareness of the scheme, designed to improve London's air quality.

Exhaust and emission control system manufacturer Eminox warns that TfL might have underestimated how many vehicles will need to be retrofitted with equipment to comply with the zone's particulate matter limit.

TfL's own survey of vehicles entering the zone between 4 August and 14 September found 79,400 registered owners of non-compliant vehicles; this includes all CVs over 3.5 ton nes, as well as PCVs. Eminox marketing director Mike Galey says TfL originally estimated 12,000-20,000 vehicles would need a retrofit, a quarter of the number counted.

However, a TfL spokeswoman says: "Retrofit is one of a range of options available to operators of non-compliant vehicles. Other options include replacing the older vehicle with a newer vehicle, reorganising the vehicle fleet — or paying the charge. Some Euro-1 and Euro-2 vehicles also meet the LEZ standards without modification."

Graham Richmond, MD of Hants-based RichmondTransport, says: "I tell as many as I can [about the scheme]. Most responsible hauliers, and most are responsible, are picking up on the fact. [But] the scheme was ill-advised and hauliers were ill-informed."
