Unlike the majority of other panel members, Burke believes there could be actually be advantages in Vosa handling all 0-licence applications— providing it's local Vosa staff who have the input: "if its based on local knowledge rather than someone hundreds of miles away then it could be a better way of doing it.

But the system should not change unless the decision-making process has that local input."

His point is that TCs cover such vast regions they often don't have the detailed knowledge needed to make a fair ruling.

However, Burke is vehemently opposed to coughing up more in 0-licence fees to pay for any changes. "Whether they are licence fees or test frees, they are high enough already. There is no justification in increasing them to pay for this transfer of responsibility."
