Which of the following most accurately describes the problem?

A WOMAN WHO continued to operate without a licence following a previous revocation has been refused a new one until she sorts out her business and financial problems.

Kimberley Thompson, of Hey Head Farm. Bacup, Lancashire, had applied for a new national licence for two vehicles and one trailer before North Western Traffic Commissioner Beverley Bell.

The previous licence had been revoked for failures to respond to requests from the Traffic Area Office. Thompson's partner Paul Harrison was operating two vehicles and two trailers from the same address under interim authority until 25 January, having applied for a new restricted licence for four vehicles and four trailers. The interim grant was on the basis that the vehicles were farm tractors and would be used only for agricultural purposes.

Refusing the new application, the TC said she did not feel she could trust Thompson as an operator at this stage, as she wasn't satisfied about the applicant's position with various finance houses.

"The waters are murky and shark infested," said the TC If any future application was to succeed,Thompson had to sort out which vehicles were being operated by which entity, and how they were financed.

Bell was not saying the door was closed as far as Thompson was concerned; if she could address her business and finances properly, she could have a licence.lhe TC had concluded that in many respects it was a joint enterprise, and she thought Thompson and Harrison had a steep learning curve.
