Which of the following most accurately describes the problem?

South Wales Licensing Authority John Mervyn Pugh has criticised the Vehicle Inspectorate for not bringing a road haulier's prohibition notices to his attention quickly enough.

Norman Lloyd-Edwards, acting for Cardiff-based G&J Transport, told Pugh that prohibition notices had been issued in 1988 and 1989. He added that it was a "bit hard" on an operator to explain what happened 18 months ago.

Pugh said that if the Vehicle Inspectorate thought prohibition notices were serious enough to constitute a danger to the public, it had a duty to ensure the operator concerned was brought before the LA_ Lloyd-Edwards said one of the two partners in the firm had resigned. Pugh adjourned the case for the remaining partner to apply for a new licence under his own name.
