The Commons last week accepted a Lords' amendment to the Local Government, Planning and Land Bill which ensures that this will happen.

Environment Under Secretary Marcus Fox explained that in circumstances where the capital expenditure of metropolitan counties was to be controlled, it would obviously be undesirable for PTEs' expenditure to remain outside the system.

The Lords' changes to the Bill would also mean that all PTE capital expenditure, irrespective of the method of financing, would count against the capital allocation of the appropriate County Council.
