Which of the following most accurately describes the problem?

ROUTE1NG schemes for heavy lorries imposed by local and central government should be compatible. This point is made in a response by the Merseyside Chamber of Commerce and Industry to a DoE circular. The Chamber agrees with the general principle of lorry routes for through vehicles but says that collection and delivery vehicles should be allowed free access to points off the routes.

The Chamber says that the 13m limit on vehicles requiring "Long vehicle" plates should be used as the basis for a routeing scheme. This would make monitoring the scheme much easier.

The Chamber opposes the DoE's suggested limit of 12m and asks whether it wouldbe practical to make all vehicles travelling between Liverpool and I.ondon use M6. The Chamber says that routeing schemes should start on an advisory basis and become mandatory only if necessary.
